Alan Peter Cayetano, Sen. Bongbong Marcos at Sen. Chiz Escuedero.

TOURISM
Sen. Bongbong Marcos strongly believes in tourism as an instrument for economic growth.
One of his achievements as Governor of Ilocos Norte was making the province a major tourist destination not only for local but also for international tourists. This was achieved through infrastructure development as well as constant marketing, with then-Governor Marcos personally making visits to China, where he forged a Sisterhood Agreement with Shandong Province specifically to increase the number of Chinese tourists to Ilocos Norte.
He believes that increased public spending and strategic investments in tourism development and promotion will result in long-term benefits, especially in terms of job generation and increased income for local governments.
The windmills of Bangui, for instance, built under Marcos’s leadership, are now regarded as a tourist attraction, aside from being an alternative source of energy.
Believing that infrastructure development is integral to tourism development, Senator Marcos has filed Senate Bill No. 3201, “An Act Creating the Laoag International Port Authority”. This bill recognizes that the Laoag International Airport is the only international airport in Northern Luzon and therefore vests the Port Authority with sufficient powers to accelerate its development into a world-class facility. It hopes to encourage direct flights to Laoag, resulting in an increased number of visitors from China, Taiwan, Japan and South Korea.
COOPERATIVES
Sen. Bongbong Marcos believes in the ability of cooperatives to fuel the growth of entrepreneurs.
Believing that the potential benefits that can be gained from cooperatives remain untapped, he filed Senate Bill No. 3245, “Cooperative Development Authority Charter Act”.
The bill aims to streamline the Cooperative Development Authority so that it may better address the problems of cooperatives and provide them more adequate funding, assistance and supervision.
Around 10 Million Filipinos or roughly 10% of the population are members of cooperatives yet coops have remained in the micro scale, failing to mature into large scale enterprises.
As an active and passionate Vice Chairman of the Committee on Cooperatives, Senator Marcos hopes to change this and develop a culture of entrepreneurship among Filipinos.
ENVIRONMENT
HOUSING
Sen. Bongbong Marcos was Chairman of the Senate Committee on Urban Planning, Housing and Resettlements during the 15th Congress.
He has filed the following bills related to housing and urban planning:
LOCAL GOVERNMENT
Senator Bongbong Marcos is presently the Chairman of the Senate Committee on Local Government.
With his extensive and successful experience in local government leadership, having been Governor of Ilocos Norte for a total of four terms (1983 to 1986, 1998 to 2001, 2001 to 2004 and 2004 to 2007), Marcos now seeks opportunities that would continually help empower LGUs nationwide. He believes that an empowered local government translates to an empowered nation.
Retirement Fund for Barangay Officials
This bill mandates the creation of a Retirement Fund for barangay officials and workers that would allow them a retirement benefit of P50,000 to P100,000 depending on their position.
SK Reform
Recognizing the reality that the Sangguniang Kabataan under the present structure has lost its effectiveness in advancing the democratic ideals of service-oriented youth leadership, Marcos filed this bill to cancel the Sangguniang Kabataan elections of 2013. This bill was signed into law in the same month. The Commission on Elections can now set the date for the SK elections within the period from October 28, 2014 and February 23, 2015. This will allow Congress time to reform the youth council.
National Wealth
Marcos has also initiated deliberations on various Senate and House Bills that seek the direct remittance to the host local government unit of its forty percent (40%) share of the gross collection derived by the national government from national wealth taxes.
He believes in the Constitutional principle that local government units deserve their “equitable share in the proceeds of the utilization and development of the national wealth within their jurisdiction” and therefore has taken steps to remedy the problem of slow or zero remittance of the economic benefits from mining to local government units.
Jobs
This bill seeks to establish an inter-agency council for employment generation but specifically calls for the utilization of LGUs in this objective. LGUs are to map out business opportunities in their respective localities, relay these to the inter-agency council, which would in turn advise investors. This way, employment opportunities are brought into the town, city or province, instead of residents having to leave their families to seek employment opportunities in other provinces or abroad.
OFWS
Sen. Bongbong Marcos believes that it is Philippine government’s duty and responsibility to protect Overseas Foreign Workers (OFWs). Beyond expressing support for OFWs, he has initiated legislative measures to safeguard their rights and welfare.
Upon hearing reports of retaliation by Taiwanese citizens against OFWs following strained relations between the Philippine Government and Taiwan over the deportation of Taiwan nationals in 2011, Marcos immediately filed Senate Resolution No. 379 which directs the Senate Committee on Foreign Relations to look into the remedial measures taken by the Department of Foreign Affairs (DFA) in protecting the welfare and interests of Overseas Filipino Workers (OFWs) in Taiwan.
Marcos also immediately called on the government to work overtime and process within 2 months the correction of the status of remaining overseas Filipino workers in Saudi Arabia who are either undocumented or possess incomplete working requirements, following reports that the government of Saudi Arabia had given illegal migrant workers until March 1, 2014 to complete their working papers or their stay in Saudi Arabia would be considered illegal.
He is presently formulating a measure that will channel a portion of the Overseas Workers Welfare Administration (OWWA) fund to assist OFWs in distress, hire more lawyers to assist OFWs who have been jailed for various alleged offenses, and repatriate victims of maltreatment and illegal recruiters.
ENERGY
Sen. Bongbong Marcos is committed to pursuing his vision of ensuring that the Philippines has an adequate supply of energy, as well as his mission of providing cheap and reliable energy for the masses.
As Governor of Ilocos Norte in the 1990s, Marcos relentlessly sought a suitable solution to the power outages and poor quality of electricity that plagued his province. This led to the construction of the Bangui Wind Farm, the first power-generating windmill farm in Southeast Asia.
The Bangui Wind Farm not only bolstered the province’s supply of electricity and spurred business activities and investments but also became a showcase for viable clean, and renewable energy source. Running along a 9-kilometer length of windswept beach in Bangui, the imposing line of 70-meters tall wind turbines, each equipped with three 41-meter blade, has also become a favorite tourist attraction, thereby bringing additional benefits to the province and its people.
Marcos continues his quest to fulfill his vision for energy sufficiency. He has filed Senate Bill No. 2593 for the creation of a hydrogen research and development center in the country that will study the use of hydrogen as an alternative source of fuel energy
Senator Marcos also advocates and supports a policy towards increased government investment in infrastructures that would ensure energy sufficiency as well as lower power and fuel costs, taking into account the equally-important aspect of protecting our environment.

BANGSAMORO BASIC LAW

Bongbong Marcos: Duterte promised to support me

DECLARING his solo quest for the vice presidency, Senator Ferdinand “Bongbong” Marcos on Monday said Davao City Mayor Rodrigo Duterte has promised to support him.
Clarifying that he was not teaming up with leading presidential candidates, Marcos said he flew to Davao City on Wednesday for a consultation with Duterte.
“He was gracious enough to promise me his support should I decide to run for vice president. I, too, will support Mayor Duterte if and when he runs for president,” Marcos said in a statement.
But the tough-talking Duterte, who has repeatedly dismissed the idea of running for president, has not made a decision yet.
After his supporters gathered at the Luneta Park to urge him to run as president, Duterte asked for more time to do “final soul-searching with myself and with my family.”
Duterte has until October 16, the deadline for filing of certificate of candidacy for next year’s general election, to declare his plans for 2016
Marcos is the fifth to declare intention to run for vice president.
Earlier Monday, Camarines Sur Rep. Leni Robredo, the widow of Interior Secretary Jessie Robredo, was formally announced as the running mate of Liberal Party standard-bearer Manuel “Mar” Roxas II.
The son and namesake of former President Ferdinand Marcos was initially open to the idea of running with presidential aspirant Vice President Jejomar Binay, who doesn’t have a running mate yet.
But Marcos said the team-up with Binay did not push through because of their sharp political differences.
“Regarding Vice President Jejomar Binay, I was invited to be his vice-presidential candidate. There were initial talks between our supporters. But any team-up with the Vice President must be rooted on a shared vision for our country, a common platform of government as well as political perspectives,” he said.
Erap endorses Bongbong for VP
MANILA, Philippines - In what appeared to be a cue that he may run again for president in 2016, Manila Mayor Joseph Estrada endorsed yesterday the vice presidential bid of Sen. Ferdinand “Bongbong” Marcos Jr.
Estrada, guest speaker during the proclamation of Marcos as a vice presidential candidate, said he is giving his full support because of the lawmaker’s long experience as a local government chief executive.
Marcos served as vice governor and governor of Ilocos Norte before he became a congressman and a senator.
“The most handsome, intelligent and young senator. I did not have any second thoughts and I didn’t find it difficult to decide and do this,” Estrada said.
Describing Marcos as very qualified, hardworking and intelligent, Estrada asked his constituents in Manila to give Marcos the opportunity to prove his worth and work as a vice president of the country.
Estrada also credited the Marcoses for helping him when he was still San Juan mayor and the former first lady Imelda Marcos, the senator’s mother, for the distribution of 157 hectares of land to 27,000 families in Tondo, Manila in 1977.
“In the name of the Manileños, we thanked you (Mrs. Marcos) for your big help to Manila. You also established the Bliss projects, which benefited thousands of homeless in Manila. Manileños, let’s pay our debt of gratitude to Sen. Bongbong Marcos by voting for him for vice president in 2016. Manileños know how to pay their debt of gratitude,” Estrada said.
Marcos, who addressed Estrada as President-Mayor, said he decided to hold his proclamation as a vice presidential candidate in honor of Filipino heroes Gen. Antonio Luna, Andres Bonifacio and his brother Procopio and Jose Rizal.
“I was inspired when I watched the movie of Gen. Luna, that is why I decided to hold my proclamation as vice presidential candidate here in Gen. Luna Street…We are not yet fully freed. The election in May is only the start of the fight against poverty. Let us not be swayed by politicking. Judge the candidates through their programs,” he said.
Marcos cited the presence of criminal syndicates, drug lords, gambling lords and police protectors as among the problems the country faces.
He also lambasted the Aquino administration for having inept and corrupt officials in the agency that is operating the Metro Rail Transport (MRT).
“The parents leave their houses while their children are still asleep and they return to their homes when their children are already asleep. They are suffering daily because of the inefficient MRT. We have an MRT, but it is malfunctioning. The reason is that the officials in MRT are corrupt and they lack knowledge,” Marcos said.
Marcos also said that graft and corruption have been rampant in the Bureau of Customs (BOC) where smuggling thrives.
“Trillions of pesos were lost for four years because of smuggling. We know the smugglers, but why are they playing blind? How much is the reason? Our country has been made a dumping ground of foreign country’s waste. The garbage was dumped in Clark and Pampanga. How much is the reason? There is also rice smuggling. How much again is the reason? Smuggling continues. There is also no water for irrigation. 130,000 houses are needed in the areas destroyed by Yolanda, but only 10,000 housing units are so far constructed. Where are the billions of donations from foreign countries? In Zamboanga, the victims of the encounter between the Moro National Liberation Front (MNLF) and the Armed Forces of the Philippines (AFP) are still in temporary shelters,” Marcos said.
Marcos also recalled the death of 44 commandos of the Special Action Force of the Philippine National Police (PNP).
“Until now, justice has not been served,” Marcos said.
Marcos said for his 30 years in public service, he has seen the suffering of the people, that is why he is accepting the challenge and he is running for vice president in 2016.
“Why one must die for lack of money to buy medicine and for lack of doctors to treat them? We did not place them in their high posts to see to their personal interests and to destroy their enemies while their allies are enjoying. If you are an ally, you are good. If you are an enemy, you are done,” Marcos said.
“We are all Filipinos. No one will love us, except our fellow Filipinos,” Marcos said.
Marcos also vowed to return discipline among the Filipino people once he becomes vice president.
“I will lead the revolution in my heart, mind and work. I will not allow anyone to take any part of our country. I will work to return the respect of other countries to us as Filipinos with dignity, humble, god-fearing and respectful to the elders and our parents,” Marcos said.

Robredo: I’m ready to sacrifice like what Jesse did
Tags: lenirobredo, eleksyon2016, liberalparty
(Updated 1:50 p.m.) After weeks of arduous decision-making, Camarines Sur Rep. Leni Robredo on Monday said she was "wholly offering" herself to the public as the running mate of administration standard bearer Manuel "Mar" Roxas II.
Speaking before more than a thousand LP members and representatives from civil society groups at Club Filipino, Robredo formally accepted the Liberal Party's offer for her to be Roxas' running mate in the May 2016 elections.
Robredo said she decided to accept the LP’s offer because she was certain her late husband would have agreed to sacrifice anything for the country.
In her speech, Robredo said she believes Roxas will continue the Daang Matuwid started by President Benigno Aquino III.
"Malinaw po sa akin na si Sec. Mar ang magpapatuloy sa 'Daang Matuwid' na sinimulan po ng administrasyon ng ating mahal na Pangulo," she said.
'Sagad to the bones'
Earlier, Roxas announced that Robredo will be his running mate in the coming 2016 polls, assuring her that everybody, including President Benigno Aquino III, would be behind her.
But having Robredo to agree being Roxas' running mate was not that easy.
Robredo earlier expressed reluctance to run for vice president due to her three daughter’s opposition, and because she feels there are other politicians more qualified than her to assume the position.
However, after a thorough reflection and consultation process with her family, she changed her mind.
Robredo is on her first term as a member of the House of Representatives.

"Si Leni, tiyak swak na swak at sagad to the bones ang paniniwala sa Daang Matuwid," Roxas said.
He acknowledged that it would not be easy for them but they will be backed by the "bosses."
"Kaming lahat ay nasa likod mo, nasa likod natin si PNoy, at higit sa lahat nasa likod natin ang ating mga boss. Sa gabay ng Maykapal, magtatagumpay tayo," he said.
ReluctanceBut having Robredo to agree being Roxas' running mate was not that easy.
Robredo earlier expressed reluctance to run for vice president due to her three daughter’s opposition, and because she feels there are other politicians more qualified than her to assume the position.
However, after a thorough reflection and consultation process with her family, she changed her mind.
Robredo thanked her three daughters, Aika, Tricia and Jillian, for giving their blessing to her candidacy despite their earlier hesitation.
"Nagpapasalamat ako sa aking pamilya, lalo na sa aking tatlong anak, sa pagbibigay ng kanilang basbas. Hinding-hindi ako susulong sa laban na ito kundi ko sila kasama," she said.
Robredo is on her first term as a member of the House of Representatives.
Though Robredo admitted she had been ill-prepared in her first foray in politics in 2013, she took pride in the "honest, clean and open” brand of leadership she espoused throughout her stint in Congress.
In addition to providing her constituents the basic services they need, Robredo said she also championed the cause of marginalized people in her district.
“Sa aking paninilbihan, ipinaglaban ko ang karapatan ng mga naka-tsinelas, mga nasa labas at laylayan ng lipunan,” she said.
Amid the expected rigors of a vice presidential campaign, Robredo said she is drawing strength from Jesse’s constant reminder for her to have faith in trying situations.
“Gaya po ng dati, nabubuhay kami sa alaala ng parating sinasabi ni Jesse noong nabubuhay pa siya. ‘Tiwala lang. May dahilan ang lahat na nangyayari. Dahil sa kahuli hulihan ng lahat, ang mabuti ang parating mananaig. Ang tama ang parating magtatagumpay,’” she said.
She assured her constituents in Camarines Sur that she will not forget them even if she’s aspiring for a higher office.
“Nasaan man ako, ang pagkalinga at pagsisilbi ko sa inyo ay patuloy pa rin. Hinihingi ko po sa inyo na sabay-sabay pa din nating ipagpatuloy ang pagbabago nating sinimulan, at huwag na sana po nating hayaan manumbalik pa ang mga dating kabuktutan,” she said. — with Rose-An Jessica Dioquino/KG/RSJ, GMA News
5 Things To Be Inspired Of About Leni Robredo
Doon Po Sa Amin teamPublished: October 26, 2015
DOON PO SA AMIN in Naga City, you’ll get to meet a congresswoman who takes the public bus on her way home.
Maria Leonor “Leni” Robredo rose to national spotlight when her husband, the late Jesse Robredo figured in a plane crash that took away the life of the well-loved former Interior and Local Government secretary and Naga City mayor. She won in a landslide victory in the May 2013 elections as the Congressman of the 3rd District of Camarines Sur. In her new position, she aims to continue what her husband started in Naga City: a legacy of governance.
Learn more about Leni and why the people of Naga City stand by her.
1. Tsinelas Leadership
The late Jesse Robredo was known for his tsinelas and shorts outfit, a symbol of his down-to-earth approach and leadership style. Leni also pursues the same advocacy. It’s not just about wearing tsinelas as well during her campaign days. In a media interview, Leni described how she organized her campaign. She used a bottom-up approach, as she organized the sectors from the ground. While it took more time and effort, it was easier for her to approach the people.
2. Keeping Her Feet on the Ground
While many Filipino congressmen own and drive luxury cars, Leni takes the public bus during her trips back and forth from Naga City to Manila. This is one of the things the Robredos are remembered for. In an interview, Leni Robredo shared that it’s a commitment for them so they will remain rooted and avoid getting tempted and becoming used to the perks and privileges that comes with the job.
3. The Privilege to Serve
As part of the Congress, Leni says it’s a privilege to serve the people. She knows that she has to go to her constituents every week because it’s part of her responsibility and that her presence is important for her kababayan.
4. A Stand for Good Governance
For her first ever bill, Leni filed for the Full Disclosure Bill which will require all elected officials and government agencies to fully disclose any transactions, documents, and budgets of public interest. It continues her husband's legacy of promoting transparency and accountability.
5. A Hands-On Mom
Despite her busy schedule, she still makes time for her children. In an interview, Leni shared that she’s the one who brings her youngest daughter, Jillian, to school every day before she goes to work. In one of the tweets Tricia, Leni's another daughter, posted in her Twitter account, there’s a picture of her mother packing Jillian’s bag. It’s the little things like these that show how important her family is for Leni, even if work is getting hectic for this public servant.

4. ALAN PETER CAYETANO
Ipinanganak: Oktubre 28, 1970 (edad 44), Taguig
Asawa: Lani Cayetano (m. 2004)
Ipinanganak: Oktubre 28, 1970 (edad 44), Taguig
Asawa: Lani Cayetano (m. 2004)
Senator Alan Peter S. Cayetano has been in public service for the most part of his life. He started his career in politics at a very young age, owing to a proximate role model he found in his father, the late Senator Renato “Compañero” Cayetano, who is an accomplished lawyer and a respected Statesman.
One of the early displays of Sen. Alan’s political idealism was when he ran and won as a councilor in the University Student Council (USC) in UP Diliman while he was a political science student there. He then pursued a degree in Law at the Ateneo de Manila University where he graduated as Silver Medallist and with a Second Honourable Mention. He was later admitted to the Philippine Bar in 1998.
It was while he was in law school that he began his journey as a public servant when he won as the number one councilor in Taguig at a very young age of 21, earning the distinction as the youngest to do so in his generation.
And the rest, as the cliché goes, is history.
From then on, Senator Alan has built his entire political career as a sworn enemy of graft and corruption in government all throughout his rich and meaningful experience in public service.
And at almost every turn in his political life, he was among the youngest public servants in his sphere.
At 21, Senator Alan was the Youngest Councilor of the country during his time
At 24, Senator Alan was the Youngest Vice-Mayor of the Municipality (now City) of Taguig
At 27, Senator Alan was the Youngest Representative in the 11th Congress
At 37, Senator Alan has been the youngest Chair of the high-profile Senate Blue Ribbon Committee
At 39, Senator Alan has been one of the youngest contenders for the Senate Presidency
At 39, Senator Alan is the youngest Minority Leader in the history of the Philippine Senate
At 39, Senator Alan was recognized for his exemplary work in government and public service when he was awarded as one of the “Top Outstanding Young Men” in 2010.
One of the turning points of Senator Alan’s crusade against corruption was when he was elected as Senator in 2007 where, because of his strong anti-graft stance, he was chosen to chair the Blue Ribbon Committee. Under his stewardship of the anti-corruption panel, the graft-ridden NBN-ZTE deal was probed and scrapped. He also steered the continuation of the inquiries into the high-profile Fertilizer Scam and the Cash-giving Scandal in Malacañang Palace.
It was also this time that he chaired the Committee on Education, Arts and Culture, where he pushed for more funding for basic and tertiary education, and for better compensation for public school teachers. Also, barely nine months after he assumed post, R.A. 9500 or the University of the Philippines Charter Act of 2008 was passed.
In 2009, as chairman of the Committee on Public Information and Mass Media, he launched a campaign to make the Freedom of Information (FOI) Act become a law. This landmark legislation was approved on its 3rd reading and passed in the Senate during the 14thand 15thCongresses.
During his successful re-election campaign where he placed number 3 in the 2013 elections, Senator Alan advocated for a better life for poor Filipinos. He pushed for Presyo, Trabaho, Kita (PTK) as his platform to reduce prices, create more and better jobs and raise income so families may feel the benefits of the growing economy.
Through this non-traditional campaign, Senator Alan went all over the country in what he calls ‘Listening Tours’ where he listened to the day to day problems of the people and also to the solutions they believed could immediately help them get out of poverty.
Chosen as the new Senate Majority Leader during the first session of the 16th Congress, Senator Alan aims to steer the members of the majority bloc into approving legislative measures envisioned to help the country attain inclusive economic growth which would be felt right down to the grassroots level.
